Dr. Javier Carnicero MD PhD
Javier Carnicero is Medical Doctor from the University of Zaragoza, Doctor from the University of Valladolid and he has a Master degree in Health Services Management from the Public University of Navarra.
With nearly 40 years of experience in administration and management of healthcare centers and services (Hospital management, primary care, regional health service, mental health, among others). Javier Carnicero was for several years Medical Officer for the Spanish Social Security System (INSALUD). He was General Manager of the public hospitals in Pamplona, Tenerife and San Sebastian, and Director of the Observatory of the National Health System (Ministry of Health).
He also invested part of his time in research and consultancy in the field of the Electronic Health Record. Specially focused on the legal framework aspects, development and implementation of the Electronic Health Record and the application of Big Data to Health Care.
Since 2009 he has participated as key note speaker in several international conferences, as for example, the Regional Meeting of Ministers and Viceministers of Social and Health Protection Net. “Digital Transformation of Health Sector in Latin America and Caribbean organised by the Interamerican Development Bank (IDB) in Washington DC (USA), in 2018. The Congreso de Telesalud Región de las Américas in Puerto Vallarta (México) in 2015 and in 2010 Tercera Conferencia Ministerial sobre la Sociedad de la Información de América Latina y el Caribe, “Construyendo sociedades digitales inclusivas e innovadoras” (Third Ministerial Meeting about Information Society of Latin America and the Caribbean. Constructing an Innovative and Inclusive Digital societies). CEPAL Lima (Perú).
He frequently publishes articles in several specialized magazines. Since 2010 he his reviewer of Applied Clinical Informatics, the official e Journal of AMIA and IMIA (American Medical Informatics Association and International Medical Informatics Association) and he was an editor for the SEIS Reports (the Spanish Society of Health Informatics, https://seis.es).
He was also the Spanish Ministry of Health representative in several EU, OECD and European Observatory on Health Systems and Policies working groups, as for example:

- 2008 – 2011. Steering Committee. European Observatory on Health Systems and Policies.
